Marshall Islands Introduces World's First Universal Basic Income Program Featuring Cryptocurrency Payouts

The Marshall Islands has introduced a national basic income guarantee initiative providing regular disbursements using digital currency, in addition to more traditional methods. Experts call it the pioneering program of its kind in the world.

Program Details: Quarterly Payouts and Multiple Payment Methods

As part of the initiative, all eligible residents will receive disbursements every three months of approximately $200. The measure is designed to alleviate financial strain on households. Initial payments were distributed in the end of last month, with recipients having the choice their preferred method for the money: via direct deposit, as a paper check, or in digital form through a government-backed blockchain wallet.

"We the government are committed to ensuring no one is left behind," stated a senior finance official. "This amount per citizen per quarter, which is about $800 a year, is not meant to force you to leave employment … but it’s like a morale booster for people."

Funding the Initiative: A $1.3 Billion Endowment

This basic income program is funded through a dedicated endowment established under an agreement with the United States. The endowment contains over $1.3bn in assets, with further funding of $500m secured through 2027. A key objective is to compensate for past nuclear testing carried out in the region.

A Digital First: Distributed Ledger Tech for Remote Communities

The digital currency delivery method uses a digital token linked to the American dollar. This was designed to solve the practical difficulty of distributing money across numerous isolated atolls. "We saw the potential in what the blockchain can provide," remarked the finance official.

Distributed ledger technology is commonly associated with the foundation for bitcoin, but it can also be used for conventional financial instruments like sovereign debt, which support this digital payment scheme.

Challenges and Adoption: Internet and Infrastructure

Yet, specialists warn that digital payments alone do not guarantee financial inclusion. In a nation where internet connectivity is unreliable and often interrupted, fundamental services remains a prerequisite. "Boosting connectivity, increasing device ownership – such factors are the minimum for a blockchain-based economy," an expert said.

Early figures show most recipients prefer traditional methods. Roughly six in ten of the first payments were deposited into bank accounts, with the remainder taken as paper checks. Only a small number – about 12 people – have chosen the cryptocurrency option so far.

Local Effect: Meeting Needs

Officials working on the rollout have traveled to remote communities to enroll citizens. Reports indicate many recipients spent the funds immediately for essentials like groceries. Others used the payment for festive gatherings around a local holiday.

"I know people are pleased, because you can see, it's bustling, it’s like there’s a big something happening," observed a finance manager.

Past Experiments and Potential Challenges

This isn't the initial attempt the nation has explored cryptocurrency. A previous proposal to create a sovereign cryptocurrency was eventually halted after cautions from global institutions.

International observers have highlighted that while the blockchain approach is novel, it presents notable challenges, including monetary, legal, and reputational risks, especially if oversight is not robust.

The success of this experiment remains hard to predict. "Basic income programs are uncommon, especially nationwide, and there are no direct precedents that merge this fiscal architecture with a digital delivery component in a small island state," noted a political analyst.

Nevertheless, the initiative may present clear benefits for spread-out countries. "Where traditional financial services can be limited, a digital wallet could reduce barriers and make transfers easier, particularly in remote communities," she added.
