Zelensky States Absence of Explicit Defense Guarantee from European Partners

President Zelensky has stated that European allies have not given him solid assurances that they will protect his country in the event of a fresh offensive by Russia.

"I continue to pose this critical question to all our partners and I have not received a clear, unambiguous answer yet," he stated to the press on midweek.

These remarks follow a day after the UK and France signed a declaration of intent on deploying troops in Ukraine should a ceasefire agreement to conclude the conflict with Moscow is reached.

However, full security guarantees have not been agreed. The US, which has been spearheading initiatives to end the invasion, was reported to have abstained from signing such a pledge at talks in Paris on the previous day.

Details of the Paris Talks

After the Paris talks, which included some 30 countries that form the group termed the 'Coalition of the Willing', UK Prime Minister Sir Keir Starmer said the UK and France would "establish military hubs across Ukraine" to prevent any future incursion, while French President Emmanuel Macron later said a significant number of soldiers may be deployed.

Partner nations suggested that the United States would take the lead in overseeing any ceasefire. But the central sticking point of ceding land that Ukraine is being asked to grant to Russia as part of the peace proposals are continuing to be negotiated.

The Russian government has thus far remained silent on the announcement made in the city of Paris.

Russian President Vladimir Putin initiated a full-scale invasion of Ukraine in February 2022, and Moscow now occupies about 20% of Ukrainian territory.

Zelensky's Shifting Tone

The UK Prime Minister characterized the bilateral declaration as "a vital part of our dedication to stand with Ukraine for the foreseeable future".

He continued: "It establishes the pathway for the juridical structure under which British, French and partner forces could function on Ukrainian soil, protecting Ukrainian airspace and waters, and rebuilding Ukraine's military for the years to come."

The Ukrainian leader praised that accord as a "huge step forward".

A day later, however, he appeared less optimistic.

"I see the will, the political will, and that the partners are ready, and the allies are willing to give us robust economic measures, powerful defense assurances," he said when asked if nations in Europe would defend Ukraine.

"But as long as we lack such binding security pacts - formally ratified, supported by parliaments, supported by the United States Congress - this question remains unresolved. And should they materialize, you must ultimately depend first and foremost on your inherent capabilities."

Unresolved Issues and Ongoing Conflict

The Paris talks were also notable due to the presence of US President Donald Trump's peace envoys, Steve Witkoff and Jared Kushner.

One envoy stated the allies "mostly completed" their work on agreeing security protocols.

Recently, Zelensky said a settlement was "ninety percent complete".

Territorial concessions and security guarantees have been at the forefront of unresolved issues for negotiators.

Putin has repeatedly warned that Ukraine's military must withdraw from the entirety of the Donbas region or Moscow will take control, dismissing potential concessions over how to end the war.

The Ukrainian President has thus far rejected ceding any territory, but has proposed that Ukraine could withdraw its troops to an established line - but only if Russia did the same.

Moscow now holds about 75% of the Donetsk oblast, and some nearly all of the neighbouring Luhansk. The two regions constitute the Donbas industrial heartland.

Attacks have been escalating against Ukrainian cities - particularly targeting energy infrastructure. Moscow is also achieving incremental advances in seizing additional Ukrainian land.

Ukraine has hit back at Russian targets with unmanned aerial vehicles, albeit with more limited success.
